Ah, that bloody Beaverbank mud, cost me two alternator rebuilds on my TJ plus a sticking starter solonoild and eventually a frozen starter.
Make sure the drain holes in the starter are not plugged.

Try some dielectric grease. I think rust check doesn't conduct electricity very good, if it got into the wrong places.

I think you can get a dielectric aerosol - I'll check tomorrow and see if I can find any

loctite sell a product called Maintain which helps evaporate the water and leaves a protective coating - havent used it but at $6.75 a can I am bringing in a can for Monday and if anyone wants to try it out it'll e a sample I know of another product that electric motor shops use to dry out electric motors that are wet faster than the usual overnight drying - that on e is more like $25.00 a can and it is by the case only.

I didn't take apart a starter to try this stuff, but here is what I did: Sprayed the Maintain into the alternator a week ago, during the rainstorm the other day I dumped a litre of water over the alternator and started the truck up for a couple of minutes; last night it was pretty cold and this morning the truck started up fine. Not sure if this is a good test but if someone wants to try the stuff in a starter I'll go good for the test can.
