well now that's food for thought - say 5 or 6 old style thrmostats on low, the tv/dvd/cable box the pc/printer/router and a half dozen chargers plugged in and I could be hitting 1000 watts per Hour - so $3 per day ? for 24 hours ?

Yes. A bimetallic thermostat is nothing but a switch, it should consume no power unless the contacts are closed, so something is wrong there. A new thermostat may fix it or may not. Something like a drywall screw through the wire into a stud could create enough of a ground to use kwh's but not trip the breaker. You can check this out by shutting off the breaker and watching your program. Old school line voltage electric baseboard thermostats are terribly inaccurate, you need to set a thermometer in the room and set the thermostat accordingly. For example, if the room is 20° and that's where you want it, turn the thermostat dial until it clicks, that is where 20° is regardless of what the stat says. The old thermostats also may run a few degrees past where you have it set before they click on or off. Best to get rid of them. A good thermostat will keep the room within a degree of the set value.

definitely nothing pinched through the line to the baseboards, I can see all the wiring for them. Before I turned the heat back on in there, it drew no power at all..
Personally I think its the t-stat..which will get replaced anyways, I don't want any of those old style in here

If your pump cycles all the time by itself there is a very strong chance you have a leak ie toilet tank, faucet or even the foot valve(if it,s a jet pump)
