It is stock right now. Looking to keep it stock-ish.... I would like to put a 2-4" lift and the drum brakes don't work. ( Cylinders leak). What are the recommendations?

do the regular repair stuff. replace your rotors and calipers, check your wheel bearings, brake shoes and drums, and wheel cylinders. new brake lines front and back, clean out the master cylinder and see if it still works. if not, replace. If you have the drum brakes setup properly once they are replaced, they should work fine for you.
what else are you asking for recommendations for? engine swap options? body modifications? lift brand?

Want to run a bit bigger tire? Check into if the later CJ knuckles and discs will swap on that D27 (?) front axle. You can still get that brake stuff new. Maybe even swap in a whole CJ D30. Then think about power brake swap, CJ stuff should bolt on the firewall.

Most 70's D30's bolt up and are the right width. 72-75 cj5 have rear D 44 axles but the rear spring perches need to be moved.
There's nothing wrong with the D27, it has been under wheeled rigs for 50 years. Google 11" brake upgrade to go to bigger drums, there is a disc upgrade as well, using chev parts I think.
Since yours is a '71 you may already have a rear D44 with one piece axles. Some did, and all '72 and '73 commandoes did, but they are a bit rare.
There was a company in the US that made lift springs but I think they are gone.
