I am interested in becoming a part of the club, however my work takes me away on a regular basis. I work outside the country on a ship, 28/28 rotation, my travel time is usually 3 days forth and back which only leaves me with 25 days home every 2 months. It may be difficult for me to get the 3 club runs in a 6 month period as required by the rules. Are the rules sometimes relaxed a bit due to work commitments, or are they hard and fast?

If you can get on 3 club runs, and all goes well, the time frame isn't too important, as long as it's not over a 3 year period we have monthly runs plus we have events through out the year that count as a run. So some months you could get "2 runs" in technically. Q104 toy drive I have posted, counts as a run if you can make the convoy to deliver

Well, the time frame is defined specifically in the Charter as 6 months, but didn't it used to state that an eligible run was one with a certian number of members attending not just 3 existing Chapter runs like it does now?

Fully stood under I wasn't sure if it had been anything official in the charter, might have been on the application at one point. Nice and clear now.

As per Section VIII. Joining the Club, Note 1 of the Charter:
Note 1* An active member will be defined as: Any member who has paid their current yearly dues (i.e. member in good standing) and shows ACTIVE interest and participation in club events and / or structure.
If the applicant does not fulfill the attendance requirements, the applicant must re apply for membership. A Chapter Club run consists of any off road excursion attended by no less than three current club members.

Well obviously I misunderstood something, so I'm not standing under. I was pretty sure last year this was brought up and the answer was no. I guess I should leave the charter questions for those who study it. My apologies.
I still don't agree with it tho... but I guess that just my own opinion now. I will erase my prior explanation incase it causes confusion.

I also don't agree with it and it should be worded without contradiction in the charter.

From what I am recollecting is that, that 3 runs with at least 3 members was implemented back when certain chapters didn't have many members in them... don't quote me... I just believe it was put in place to ease other chapters. anyhow maybe I should present it to the steering committee to have it changed, after of course...all rules are followed.

That's correct about the 3/3. It was for North Nova and Cape Breton. North Nova worked out great, but CB didn't have enough people. Def. a change that was added to the Charter which was beneficial to developing the club. at the same time, iirc, a procedure for adding Chapters was coded. Changing the Charter to catch up on current operating procedures does not mean changing the way the club is run. And we aren't lawyers! There will always be unforeseen circumstances, dealt with by common sense. No one is denied access or membership to the club based on some little rule that doesn't make sense. Common sense prevails. (and may require a rule update, but that work hasn't been getting done for 5 years) Which is where we are at. Need to do our unpleasant chores. Clean up the empties after the party, etc.
